POSITION: Manager of Labor Relations – Office of Talent Management & Labor Relations

REPORTS TO:Executive Director Labor Relations /Staff Attorney

PRIMARY FUNCTIONS:Assist the Executive Director of Labor Relations/Staff Attorney in implementing school district and departmental goals and objectives for all labor relations/employee relations activities in a 4,000-employee school district through administrative litigation.

TYPICAL DUTIES AND RESPONSIBILITIES:

  • Responsible for labor and employee relations and administering all aspects of 12 collective bargaining agreements
  • Represent the Hartford Board of Education in contract negotiations, rights and interest arbitrations, prohibitive practices, mediation, and matters before the State Board of Labor Relations
  • Represent the Board in Superintendent-level grievances, in grievance arbitrations at AAA and SBMA, in interest arbitrations under MERA and TNA, and in prohibited practice charges and unit clarifications before the State Board of Labor Relations
  • Provide advice and counsel to administrators on a wide range of labor and employment laws and regulations
  • Handle the preparation of responses to and all pre-hearing responses of matters before the CHRO, EEOC, OCR, and other state and federal agencies
  • Handle serious discipline and termination of employees for cause
  • Review and analyze grievances and arbitration awards; coordinate research on comparative settlements; assist in recommending economic guidelines for settlements
  • Conduct investigations and supervise proper conduct of investigations by other administrators as assigned
  • Advise on progressive disciplinary procedures
  • Conduct research and coordinate with Corporation Counsel as necessary
  • Oversee district responses to Freedom of Information requests
  • Oversee District compliance with the ADA, FMLA and other State and Federal Laws

SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE:

  • Juris Doctor degree required
  • Admission to the Connecticut Bar with “active” status preferred
  • Attention to detail and ability to multi-task in fast-paced environment
  • Strong organizational, time management, and project management skills
  • Ability to work in highly collaborative team environment
  • Prior employment law experience a plus but not required 

SALARY AND TERMS OF EMPLOYMENT: 12-month work year; salary of $85,000 – $95,000, commensurate with education and experience

EVALUATION: Evaluations shall be conducted annually.
