Job DescriptionPURPOSE AND SCOPE:
The Commodity Manager I utilize professional level skills to accomplish assignments within an area of functional specialty. Position is responsible for managing the solicitation of goods and services within an assigned category for Lone Star College (LSC) with an emphasis on quality, competitive costs, timely delivery, and excellent customer service. Ensures compliance with LSC policies and procedures as well as related laws and regulations. Manages relationships with external vendors and acts as a resource and support to internal customers, including providing training as necessary.
ESSENTIAL JOB FUNCTIONS:
- Manages the solicitation of goods and services for LSC in relation to assigned commodity/ category codes up to $500K; establishes priorities and maintains overall balance of workload
- Handles the entire solicitation process including the RFP/RFQ/CSP/CMAR, facilitating the evaluation of proposals, and drafting selection recommendation for appropriate approval
- Performs spend-analysis on spend by suppliers and spend by commodity/category codes
- Manages ongoing relationships with suppliers/vendors within assigned categories; evaluates performance and assists end users in resolving contract issues
- Initiates contract process and contract renewals when needed after completion of bid process
- Solves a variety of complex problems and researches alternate or new solutions to accommodate changes
- Provides training and support as needed to staff, internal, and external customers
- Participates in a variety of teams, initiatives, and meetings to ensure the Procurement department is in alignment with its mission, vision, and organizational goals
- Assures all Procurement/supplier contracts are in an active status
- Performs reporting of assigned Bucket BAI's and other BAI's based on cumulative spend
- Participates in the creation of current Purchasing Standard Operating Procedures and Job Aids
- Responsible for other reasonable, related duties as assigned
KNOWLEDGE, SKILLS, AND ABILITIES:
- Strong knowledge of State Bid Laws, Higher Education requirements, and Purchasing Cooperatives
- Excellent customer services skills
- Ability to work in a fast-paced environment while still meeting deadlines
- Working knowledge of PC's and related software (Microsoft Office Suite), and the ability to learn new software
- Excellent interpersonal and communication skills, both verbal and written
- Strong knowledge of assigned commodities and keep current on trends in the industry
- Project management skills and team leadership skills
- Strong multi-tasking abilities
PHYSICAL ABILITIES:
The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.
WORK SCHEDULE AND CONDITIONS:
- Equipment used includes, PC workstation running on a LAN in a Microsoft Windows environment, calculator, phone and other general office equipment
- Interface with internal and external contacts as needed to carry out the functions of the position
- Work is performed in a climate-controlled office with minimal exposure to safety hazards
REQUIRED QUALIFICATIONS:
- Bachelor's degree and at least 1 year of experience, or an equivalent combination of education and experience
PREFERRED QUALIFICATIONS:
- Certified Texas Purchasing Manager (CTPM), Certified Texas Contract Manager (CTCM), or Certified Texas Contract Developer (CTCD)
Hiring salary range is $51,761 - $59,525.
Lone Star College provides a hiring salary range for all posted full-time non-faculty positions. Where your salary offer would fall in that range is determined by your related experience and education.
