The Department of Operations at the Harvard T.H. Chan School of Public Health is responsible for all facilities, operations management and planning of 800,000 square feet of campus space including office, classroom, research lab and common space. The Department coordinates all strategic space and capital project planning, real estate, design, engineering, construction, facilities maintenance, energy management, emergency planning and management and various campus services. School buildings are located in both Boston, MA and Cambridge, MA.
Reporting to the Executive Dean for Administration, the Chief Campus Planning & Facilities Officer (CCP&FO) directs the following functions: institutional master planning, space planning, capital budget development, real estate, design, engineering, construction, energy management, facilities maintenance, emergency preparedness and response, and various campus services including security, food service, special event support, landscaping, custodial services, mail services, parking and environmental health and safety.
- Leads a staff of approximately 4 direct reports, 7 indirect reports and a large pool of outsourced or contracted employees and manages an annual operating budget of $30M and an annual capital budget of $8-20M.
- Serves as a member of the Executive Dean’s senior staff and participates as the representative on community-and university-wide planning groups, and neighborhood activities related to the planning, inter-institutional coordination, and improvement of the Longwood Medical Area (LMA).
- Works closely with other senior colleagues at the School and must build strong relationships with the University’s related offices. Will identify opportunities and challenges in shaping the Chan School real estate portfolio and facilities to meet the current and future needs of public health research and education. They will work closely with colleagues to ensure the integration of programmatic, facilities, risk management, and financial planning; develop and deliver physical planning presentations for leadership, administrative, and faculty audiences; and perform a consultative function for program planning and evaluation for academic and administrative departments including supporting faculty recruitment space planning needs
- Ensures that thoughtful, timely, and informed decisions are made in support of the School’s mission and strategic goals; works collaboratively with educational, research, and functional programs to generate shared institutional knowledge as the basis for effective stewardship and development of the School’s physical resources; and works closely with University Offices, stakeholders, and Chan School IT and Finance Offices on a regular basis.
- Provides oversight of the real estate and leasing portfolio in close coordination with University related offices. Includes acquisitions, sales, leasing decisions and public and University approvals related to real estate transactions. Determines property conditions and makes recommendations on property improvements. Supervises the planning, approval, and execution of new capital projects.
- Ensures compliance with physical space and operational regulatory requirements (e.g., OSHA, EPA, ADA) in conjunction with EH&S.
- Supervises the management of physical facilities and campus services (e.g., energy, maintenance, and security).
- Guides the long term sustainability vision, mission and operating principles to meet the University and City of Boston Sustainability goals for energy, design and health environment.
- Oversees emergency management and response for the School in close collaboration with LMA schools and Central Administration. Ensures emergency management protocols are maintained, team members are trained including regular desktop exercises and coordinates planning and response to emergency events.
- Makes effective hiring decisions, sets expectations, and clarifies roles and responsibilities of direct and indirect reports. Provides regular and timely guidance and performance feedback to direct and indirect reports. Effectively communicates and shares relevant information to staff. Regularly aligns the evolving needs and goals of the organization with the evolving abilities and goals of staff. Plans and supports the development of individuals' skills and abilities. Effectively identifies and actively works to resolve conflicts between individuals and groups, engaging all resources available.
- Bachelor’s Degree or equivalent experience is required.
- 15+ years of related, progressively responsible experience in facilities, real estate, and/or planning is required.
- Leadership and supervisory experience required.
Additional Qualifications and SkillsThe following job-related skills and experience are preferred:
- An advanced degree in management, architecture, engineering or planning is strongly preferred.
- A talented leader, manager and strategic planner who is deeply experienced in university or related administration, thoroughly familiar with facilities planning, well grounded in implementing complex new initiatives, comfortable in a demanding university environment, and committed to the Chan School's teaching and research mission.
- The CCP&FO should demonstrate solid experience in financial analysis, an aptitude to communicate to a variety of audiences, effective business and organizational planning skills, strong negotiating and problem-solving skills, proficiency in effectively managing multiple projects, highly developed leadership and staff development skills, and solid client-service experience.
- Awareness of and aptitude to appropriately and effectively understand, respect, and adapt to cultural and identity-based difference within group environments
- Knowledge of and commitment to concepts and issues tied to social justice, diversity, equity, and inclusion
- Skills related to creating and supporting an environment that allows for inclusion, effective intercultural engagement, and personal humility and authenticity
- Experience fostering and reinforcing an environment that values unique experiences, cultures, backgrounds, and goals
